Phoenix ANNOUNCES COMPLETION OF CRANE INSTALLATION

Tuesday, March 27, 2007 -- Morgan City, Louisiana -- Phoenix International, Inc., (Phoenix) announced the completion of the installation of a 40-ton knuckle-boom crane on the M/V KIMBERLY CANDIES, a key element of the company’s planned improvements to the vessel’s subsea construction support capabilities.

The new 40-ton crane gives the M/V KIMBERLY CANDIES the capability of overboarding and placing 36 short tons of material on the seafloor in 1,200 feet of seawater (fsw) without the need of a winch.  This ability complements onboard conventional diving services to 300 fsw, HardSuit™ atmospheric diving system (ADS) services to 1,200 fsw, and Remotely Operated Vehicle (ROV) services to 20,000 fsw.  The comprehensive spread includes a variety of additional inspection and construction support equipment, and ideally configures the vessel for underwater inspection, maintenance, and repair of Gulf of Mexico oil & gas infrastructure in addition to offering light subsea installation support.

The M/V KIMBERLY CANDIES is a 238 ft. long, dynamically positioned (DP II) vessel with a 54 ft. beam.  Phoenix schedules and operates its combined capabilities from the company’s 3-acre waterfront site in Morgan City, Louisiana.  Vessel owner, Otto Candies, L.L.C., operates and provides technical support to the KIMBERLY CANDIES from its office in Des Allemands, Louisiana.  Phoenix holds vessel options until June 2011.
