Position: Program Manager
(Engineering)
Description: The
Program Manager is responsible for the management of engineering programs and
projects (often more than one) and reports to the Engineering Manager. The
management of programs includes initiation, all customer interfacing, progress
and cost tracking, coordination of resources, and internal reporting. Projects
range in size and consist of both government and commercial work. The Program
Manager will be based in Largo, MD and draw resources from the engineering
department and outside vendors. Travel to customer facilities will be required
in the course of the job.
Duties and Responsibilities:
 | Assumes profit and loss responsibility for assigned
projects/programs |
 | Manages the day-to-day design and development of
engineering projects in the subsea vehicle, ships husbandry and underwater
diving/welding industry |
 | Plans or oversees planning of the job including budget,
schedule, resources, risk control, and quality control |
 | Coordinates with engineering group managers (ME, EE, SE,
Drafting) to develop a design and production team for the successful
completion of the project (technical, schedule, budget). The team may include
a Project Engineer that leads the internal work on the project, particularly
for large or specialized projects |
 | Manages procurement and relationships with outside
vendors |
 | Works with Business Development pursuing opportunities
both with existing customers and new customers. Keeps track of and reports on
customers and opportunities |
 | Writes, manages, or reviews proposals, getting buy in
from the engineering group managers (ME, EE, SE, Drafting) and key personnel |
 | Keeps the customer and Phoenix management updated on the
jobs status |
 | Manages the resolution of problems both internal and
with customer |
Requirements:
 | BS or MS degree in mechanical, electrical, or software
engineering. MBA desirable |
 | 5 years working as an engineer on electro-mechanical
design, preferably on subsea vehicles (ROV’s, AUV’s, manned submersibles) |
 | 5 years experience managing projects or programs in the
design and build of electro-mechanical or subsea equipment |
 | Possess excellent verbal and written communication
skills |
 | Experience in customer development and opportunity
closing |
 | Experience and training in proposal development and
writing |
 | Skilled with MS Office, MS Access and MS Project |
 | Knowledge of project management principles, practices,
techniques, and tools including skill in organizing resources. Possess a
thorough knowledge of contracts and financial management, including cost
control and estimating |
 | Must possess or be able to obtain a US government
clearance |
