Custom Underwater Tooling & Engineering Solutions

At Phoenix International, we understand that not every underwater challenge can be solved with off-the-shelf equipment. When conventional rigging or diver tools fall short, our engineers step in—designing and fabricating custom tools and systems to help divers work more efficiently, safely, and effectively in demanding environments.

What sets us apart is that many of our engineers are also certified commercial divers, bringing real-world diving experience to every design. This unique combination of engineering expertise and operational insight ensures every tool is created from a true diver’s perspective.

Phoenix Sea Chest Inspection System; diving technology and tooling

Engineering Backed by Standards

All Phoenix-designed diver tooling and underwater equipment is developed in compliance with applicable standards, including:

  • NAVFAC P-307

  • U.S. Navy Underwater Ship Husbandry Manual

  • Naval Ships’ Technical Manual (NSTM) Chapters

  • Deep Diving General Overhaul Specification (DDGOS)

  • ABS, Lloyd’s Register, and other commercial standards

From concept to deployment, Phoenix engineers work closely with operations teams to deliver fit-for-purpose solutions that meet both technical requirements and field-proven performance expectations.

Sea Chest Inspection System

Developed by Phoenix for the U.S. Navy, this specialized inspection system is designed to assess the condition of sea chest waster sleeves with precision and efficiency.

Once inserted into the sea chest by a diver, the system self-stabilizes and automatically performs a comprehensive ultrasonic and video inspection of the entire waster sleeve—eliminating the need for manual manipulation and reducing diver workload.

This solution demonstrates Phoenix’s ability to engineer mission-specific tools that enhance safety, accuracy, and operational speed in complex underwater environments.

3-D Damage Assessment Tool (3-DAT)

Developed by Phoenix’s in-house engineering team, this advanced laser scanning system utilizes a portable Coordinate Measuring Machine (CMM) to generate highly detailed point clouds of underwater ship damage.

This tool enables precise, non-contact measurement of damaged areas, allowing for accurate modeling, analysis, and repair planning. Designed for underwater deployment, the system provides high-resolution 3D data even in challenging conditions—enhancing both situational awareness and decision-making during critical ship repair operations.

Confined Space Rigging Equipment

Confined space rigging equipment

Working within ballast tanks and other confined underwater environments poses unique challenges—especially when it comes to maneuvering heavy equipment. Standard rigging gear often falls short in these scenarios.

To meet this need, Phoenix engineers design and fabricate custom clamps, rigging fixtures, and handling solutions tailored specifically for tight, hard-to-access spaces. These purpose-built tools help reduce diver in-water time, improve job site safety, and increase overall project efficiency—delivering clear benefits for both the diver and the client.

Propeller Replacement Tool

Phoenix engineers developed this innovative tool to enable underwater propeller replacement on ships that cannot be dry-docked or where overhead clearance is insufficient for conventional rigging systems.

The tool is uniquely designed to use the replacement propeller as a counterweight, eliminating the need for external motors or winches. This streamlined approach allows for precise alignment of the propeller with the shaft, even in tight or restrictive underwater environments—saving time, reducing complexity, and enhancing safety during operations.

Offshore Mooring Tools

Phoenix International has extensive experience in the engineering and execution of in-water repairs to Single-Point Mooring (SPM) systems. Our capabilities include servicing and maintaining:

  • SPM buoys

  • Buoy mooring chains

  • Floating and subsea hoses

In addition to routine repairs, Phoenix has performed SPM subsea hose stabilization and conducted complete hydrostatic testing of SPM product transfer systems. Our specialized teams and engineering support ensure that SPM systems are restored to full operational readiness with minimal downtime—while maintaining the highest standards of safety and efficiency.
