Phoenix International Holdings, Inc. (Phoenix) is an employee-owned, ABS ISO 9001:2015 Management System certified marine services contractor providing worldwide manned and unmanned underwater operations and engineering services to a diverse set of clients worldwide. Phoenix provides a full range of underwater services to accomplish complex operations from the surface to water depths of 6,000 meters. We are committed to ensuring the safety of Phoenix and client personnel at all times, and our excellent safety record is proof to this commitment. Since our founding in 1997, we have gained significant experience in ocean operations on behalf of a global base of commercial and military customers and are now the world’s number one underwater solutions provider.
Operating from eight regional support facilities on the East, Gulf, and West Coasts of the United States, Phoenix provides a full range of underwater services. Core business segments include deep ocean survey; search and recovery; waterborne ship inspection, repair and maintenance (IRM); submarine rescue; and offshore oil and gas infrastructure IRM. Our extensive portfolio of underwater capabilities includes surface supplied and one atmospheric system diving; Remotely Operated Vehicle (ROV) and Autonomous Underwater Vehicle (AUV) operations; and pressurized submarine rescue system design, fabrication, and deployment. Phoenix maintains a robust in-house engineering capability that supports all our service lines.

Engineering Support
Throughout the past two decades of steady innovation and expansion, all of Phoenix’s service lines have been supported by our in-house engineering division, which is comprised of highly skilled electrical, mechanical, ocean and marine engineers, and first-rate CAD designers. Our dedicated staff provides comprehensive project support, including Front End Engineering Design/Development (FEED) studies, research and development, 3D modeling, and operational support of both our military and commercial projects.
Noteworthy Projects
Phoenix has performed emergent repairs to damaged U.S. Navy submarines, surface combatants, and transport ships, as well as all types of commercial ships in dozens of international and U.S. ports. We have also had the opportunity to be involved in several high-profile assignments, including searching for, and in some cases recovering, components of Air France Flight 447, Malaysian Airlines Flight 370 (MH 370), the space shuttle Columbia, and the SS El Faro. We have made several dives to and into the wreck of the RMS TITANIC, and searched the remote Pacific Ocean for remnants of Amelia Earhart’s plane.
