Offshore Oil & Gas Inspection, Repair, and Maintenance (IRM)
Operating from eight strategic locations across the United States, Phoenix International provides coast-to-coast support for offshore oil and gas clients. We have built a strong reputation for delivering high-quality, innovative Inspection, Repair, and Maintenance (IRM) services by leveraging deep industry knowledge, cutting-edge technology, and fully integrated teams of project managers, subsea engineers, and experienced divers.
Every project we undertake is executed with precision and attention to detail—from the initial bid through execution and final reporting. Our approach is guided by five core principles:
-
Safety
First, last, and always. Safety is ingrained in every aspect of our work, and we maintain a zero-compromise stance on operational risk. -
Quality
Phoenix is committed to delivering outstanding service across all project phases. Our Quality Management System (QMS) is certified by ABS to the ISO 9001:2015 standard across all locations and service lines. -
Innovation
We continually develop new technologies and methodologies to solve our clients’ most complex underwater challenges—ensuring solutions are both effective and efficient. -
Proactivity
Our proactive inspection strategies are designed to identify potential issues before they escalate, saving our clients valuable time and cost. Phoenix is certified by, and works in close coordination with, all major regulatory compliance agencies, with a full understanding of their inspection criteria. -
Client Focus
We understand that no two projects—or clients—are the same. Phoenix collaborates closely with each client to fully understand project goals and tailor comprehensive, results-driven IRM plans that meet or exceed expectations.
Air, Mixed Gas, and Nitrox Diving Services
Phoenix provides surface-supplied air, mixed gas, and nitrox diving systems to support underwater operations to depths of up to 300 feet of seawater (fsw) for clients worldwide. Our teams have extensive experience performing complex diving tasks on both offshore and inland oil and gas facilities.
All diving systems are meticulously maintained, serviced, and tested in accordance with United States Coast Guard (USCG) regulations and Association of Diving Contractors International (ADCI) standards—ensuring safety, reliability, and full compliance on every dive operation.
HARDSUIT™ Atmospheric Diving System (ADS)
Phoenix owns and operates the HARDSUIT™ Atmospheric Diving System (ADS), a cutting-edge solution for underwater tasks that benefit from a manned presence at depth. This one-person, one-atmosphere suit is depth-rated to 1,200 feet of seawater (fsw) and allows divers to work safely at extreme depths without the physiological risks associated with traditional diving.
The HARDSUIT™ ADS is a proven asset in the commercial diving industry, offering significant reductions in project time, cost, and operational risk. Its unique capabilities make it ideal for complex underwater inspection, maintenance, and intervention tasks where precision, control, and safety are paramount.
Containerized Surface Diving Systems

Phoenix maintains a fleet of IMCA-compliant containerized surface diving systems, including two double-basket Launch and Recovery Systems (LARS). These compact, efficient units are ideal for deployment on platforms, vessels, barges, or any site where deck space is limited.
Designed for rapid mobilization and ease of integration, Phoenix’s containerized systems deliver safe, reliable support for a wide range of underwater operations while minimizing the operational footprint.
