Phoenix International Holdings, Inc. (Phoenix) is an employee-owned, ISO 9001:2015-certified marine services contractor specializing in advanced underwater operations and engineering solutions.
Since 1997, we’ve supported commercial and government clients around the world with a full range of manned and unmanned services—from surface operations to depths of 6,000 meters. Our teams are trusted for their expertise, safety, and ability to solve the most complex underwater challenges.
With eight regional support facilities across the East, Gulf, and West Coasts of the U.S., Phoenix delivers fast, reliable response to mission-critical needs—anywhere in the world.
Our core capabilities include deep ocean survey; search and salvage; waterborne ship inspection, repair, and maintenance (IRM); submarine rescue solutions; offshore oil and gas infrastructure IRM; inland/infrastructure IRM; and Offshore Wind services.
Our services integrate cutting-edge technologies, including surface-supplied and one-atmospheric-system diving; Remotely Operated Vehicle (ROV) and Autonomous Underwater Vehicle (AUV) operations; and full-spectrum submarine rescue system design, fabrication, and deployment. A robust in-house engineering division supports all service lines, enabling rapid, innovative, and effective solutions for the most challenging marine environments.

Engineering Support
All of Phoenix’s service lines are supported by in-house engineering, consisting of skilled electrical, mechanical, ocean, and marine engineers, and first-rate CAD designers. Our dedicated staff provides comprehensive project support, including Front End Engineering Design/Development (FEED) studies, research and development, 3D modeling, and operational support of military and commercial projects.
Noteworthy Projects
Phoenix performs emergent repairs to damaged U.S. Navy submarines, surface combatants, transport ships, and commercial ships in dozens of international and U.S. ports. We have also had the opportunity to be involved in several high-profile assignments, including searching for, and in some cases recovering, components of Air France Flight 447, Malaysian Airlines Flight 370 (MH 370), the space shuttle Columbia, and the SS El Faro. We have made several dives to and into the wreck of the RMS TITANIC and searched the remote Pacific Ocean for remnants of Amelia Earhart’s plane.
